- FY2009-2010 Domestic Violence Guidelines: The Domestic Violence guidelines will be posted as a separate document for Domestic Violence programs to access. The FY2009-2010 Domestic Violence/Marriage License Fee grant application does not contain the modified Domestic Violence guidelines. The FY2009-2010 Domestic Violence/Marriage License Fee grant application provides the requirements that the applicant shall have in order to be eligible to apply for the FY2009-2010 grant funds and the grant reporting requirements. Domestic Violence applicants are strongly encouraged to gain access and knowledge of the Domestic Violence Guidelines.
- FY2009-2010 Sexual Assault Guidelines: The Sexual Assault guidelines will be posted as a separate document for Sexual Assault programs to access. The FY2009-2010 Sexual Assault grant application does not contain the modified Sexual Assault guidelines. The FY2009-2010 Sexual Assault grant application provides the requirements that the applicant shall have in order to be eligible to apply for the FY2009-2010 grant funds and the grant reporting requirements. Sexual Assault applicants are strongly encouraged to gain access and knowledge of the Sexual Assault Guidelines.
- The Displaced Homemaker Guidelines continue to be part of the Displaced Homemaker/Divorce Filing Fee grant application.
- ALL Accounting records shall be supported by source documentation, such as
canceled checks, paid bills, payrolls, time and attendance records, contract and
sub-grant award documents, etc. Records shall be kept for at least five years.

FY09-10 OSBM Special Appropriations Form shall be submitted with FY09-10 Contract.
Note: An OSBM Special Appropriations Form must be completed for each grant fund received. (Domestic Violence, Marriage License Fees, Sexual Assault, Displaced Homemaker, and Divorce Filing Fees)
Displaced Homemaker Financial Status Reports & supporting documents are due by January 20 and July 20th and October 15th.

Failure to comply with ALL reporting requirements and
reporting deadlines shall result in non-disbursement of any funds and/or
possible termination of grant funds
Transfer of Annual Grants Reporting Oversight to OSBM Required Annual Reporting Requirements are now being managed by OSBM(Government agencies are exempt)
Effective August 31, 2009, the Grants Information Center (GIC) at the North Carolina Office of State Auditor will be shut down. Responsibility for grants reporting requirements under G.S. 143C-6-23 will be transferred to the North Carolina Office of State Budget and Management. This transition includes changes to the current system, including a new website portal called NC Grants – a one stop resource on grants providing online reporting access for grant recipients, and grant information and resources for the general public, grant seekers, grant recipients and state agencies – and several enhancements that will make the system easier to use.
The Office of State Budget and Management looks forward to managing the grants reporting process for North Carolina and supporting the needs of grantors and grantees.
